Is it OK to have a semblance that basically doubles the amount of dust I have?

Unfortunately no as it completely negates the need to buy new dust... just have to keep some in order to duplicate it and all

Could I use a semblance like this
Fine Control: through careful practice and training, the user can get 10 uses out of a vial of dust instead of 5
