Veta walked into the licensing building, a confused look on her face. She found a woman at a desk that no one else was talking to, and approached, asking "Is this where I come to be graded on my weapon skills?" she asked tentatively, "Because I got this letter saying I was eligible to be tested..." The faunus pulled a letter out of her jacket pocket to show the woman. If she understood right, achieving a higher grade in her weapon skills would mean she could do more advanced weapon training, which of course would help the girl immensely in fighting grimm.
